Transportation Improvement Program

The Transportation Improvement Program (TIP) is a six-year program of highway, transit, bicycle, and pedestrian projects for the Salt Lake and Ogden-Layton Areas. 

The TIP is updated annually and provides a carefully reviewed prioritization of projects, including operation and maintenance of the existing transportation system. The development of the TIP is completed in close collaboration with the Utah Department of Transportation (UDOT), Utah Transit Authority (UTA), and cities and counties along the Wasatch Front, and aligns with the Wasatch Choice Vision. Public input is sought each year regarding projects included in the TIP. 

The Program implements state and local transportation projects identified in the Regional Transportation Plan (RTP), as well as other plans with a combination of federal, state, and local transportation funds. The TIP’s total program amount represents billions of infrastructure investments over six years.

How the Program is Developed

Development

WFRC works with communities and partners across the region to identify, evaluate, and prioritize transportation projects for annual funding. Each year, applicants begin by submitting a simple Letter of Intent, followed by a full application that helps us assess project need, impact, and readiness. After a thorough review, WFRC recommends a set of projects—typically in the spring—that best support regional mobility, economic strength, and quality of life.

Public Comments

A public review and comment period is a vital part of the TIP development process. Comments received are thoughtfully considered by WFRC staff.

Approval

The Program is then reviewed by the Transportation Coordinating Committee and then provided to the WFRC Council for approval. After that, it is submitted to the Federal Highway Administration (FHWA) for final approval.

Amendments

To be responsive to shifting priorities, amendments are made regularly. These go through a thorough review and are submitted to the WFRC Council or the Transportation Coordinating Committee for approval.
