Station Area Planning
Where Planning, Transit, & Housing Come Together
A Station Area Plan (SAP) outlines the future of a station neighborhood and supports shared goals such as expanding housing options, improving access to opportunities, promoting environmental sustainability, and increasing transportation choices.
In 2022, HB462 required cities with fixed-guideway transit (rail or BRT) to create an SAP and update their general plan and zoning to support it.
SAPs focus on key principles:
- Increasing housing availability and affordability, including moderate-income housing
- Promoting sustainable environmental conditions
- Enhancing access to opportunities
- Expanding transportation choices and connections

Technical Assistance Funding
The Wasatch Front Regional Council can provide technical assistance to help communities develop their Station Area Plans in partnership with the Governor’s Office of Economic Opportunity, the Utah Transit Authority, and the Mountainland Association of Governments.
Applications for technical assistance are accepted for consideration on an ongoing basis.
Certification
Submission
- Municipalities with SAP obligations must adopt their plans or resolutions to WFRC staff for review using a standard submission form linked below.
- Submissions should be made at least two weeks before the Regional Growth Committee meeting at which the city would like the item to be considered.
- Cities should monitor their statutory requirements and ensure they submit SAPs in time to meet deadlines for adoption of SAPs.
Review & Certification
- WFRC reviews SAPs to ensure compliance with HB462 and alignment with regional objectives: housing, transportation choices, access to opportunities, and sustainable growth.
- Staff evaluate SAPs, provide feedback if revisions are needed, and make recommendations to the Regional Growth Committee and Wasatch Front Regional Council at meetings held in January, March, May, August, and October.
- The Wasatch Front Regional Council formally certifies or denies certification.
Policy
- WFRC follows a formal SAP Certification Policy to guide the review and approval process.
